In the new issue of IRMO, authors Jakša Puljiz and Ivana Biondić deal with the future of Cohesion policy after 2027. The environment in which Cohesion policy operates has changed significantly in recent years, which will undoubtedly affect its design after 2027. The new priorities of the European Union, especially in the area of security and defence mean increased financial needs for their financing, which can reduce the budget space for Cohesion policy. In addition to budgetary issues, it is also important to consider substantive changes that await Cohesion policy in view of current development trends and challenges that European regions are facing. Cooperation with other EU and national policies will be essential to maximize the effects of Cohesion policy. It will be particularly important for Croatia, based on past experience in the use of Cohesion policy funds, but also in the implementation of the National Recovery and Resilience Plan, to strengthen the overall national framework for investments and the implementation of structural reforms, taking particular account of the needs of less developed areas.

On February 28, 2024, a kick-off meeting for the new research project “Impact of European Policies on Socio-Economic Development and Public Policies in Croatia (EUROIMPACT)” was held at the Institute for Development and International Relations. The project leader, Dr. Jakša Puljiz, introduced the team members to the key objectives and features of the project, which is funded under the Program Agreement between IRMO and the Ministry of Science and Education of the Republic of Croatia. The main goal of this research project is to create a more detailed scientific understanding of the processes by which European Union policies affect the economic, political, and social development of the Republic of Croatia. During the 48-month project duration, researchers will focus mainly on two areas: (1) the impact of EU Cohesion policy on member states and the formation of national public policies with a focus on Croatia; and (2) the impact of EU membership and technological changes on industrial relations in Croatia.

Specifically, the research team will investigate the effects of Cohesion policy on: socio-economic development at the national level; territorial development; and the formation of public policies in areas with the greatest impact from EU funds. In the part of the project related to industrial relations, emphasis will be placed on the impact of the European Semester on the activities and features of social partners at the national and European levels; the role of modern states within the system of industrial relations; sectoral social dialogue development; the impact of social dialogue on public policies; and the consequences of technological changes on labor market development and industrial relations. Dr. Hrvoje Butković, Ivana Biondić, Matea Roknić, Antun Dujmović, and Dragana Markanović are also participating in the project.

The article examines the evolution of representative democracy in Croatia since its independence until today. The analysis is founded on historic institutionalism, which strikes a balance between the rational choice approach and sociological institutionalism. The article explores the processes of long-term institutional change and primarily evaluates transformations of the electoral system. However, it also looks beyond to the role of direct democracy, with its corrective impacts on the main political actors.

The article was published in the section “Political Participation” which explores the causes and consequences of different forms of political engagement. The FPOS is indexed in: Scopus, Google Scholar, DOAJ, CrossRef, Semantic Scholar, CLOCKSS, OpenAIRE, ANVUR, Web of Science Emerging Sources Citation Index (ESCI).

The paper examines a paradigmatic example of post-conflict economic development of Vukovar, Croatia. It represents a pertinent case study for localities encountering analogous challenges, most notably urban areas in Ukraine in the near future. The war that broke out in 1991 brought significant human casualties, population displacement, and extensive destruction of residential, social, and economic infrastructure. The completion of the peaceful reintegration of Vukovar into Croatia’s legal system in 1998 marked the beginning of the socio-economic revitalization process. The research scrutinizes the primary impediments and prospects for Vukovar’s economic growth, probing why substantial investments in reconstructing housing, transport, communal infrastructure, and fiscal incentives for businesses have not paralleled its economic performance. It concentrates on the local business climate and influential factors as potential explanations for this discrepancy. The topic was designed as a case study and was covered by document analysis, survey method, and semi-structured interviews. Utilizing a mixed-methods approach, the study collates perspectives from entrepreneurs and business support institutions. The results confirmed that reconstruction of housing and social infrastructure is necessary, but more conditions are needed for successful post-conflict economic development, and that the business climate in lagging local units highly depends on state- and locally designed business-support measures.
